Georgia-Pacific plans to expand its premium tissue production capacity in response to growing demand for higher-quality bath tissue and paper towel products across retail and private-brand markets.
The company confirmed that it has started final engineering and planning activities for additional structured paper machines and related converting equipment. The new investments are intended to support long-term growth in premium tissue categories.
According to Georgia-Pacific, the projects are expected to leverage existing site infrastructure to optimise capital deployment and accelerate implementation schedules. Facilities located in the central and western regions of the United States are currently under evaluation, while final site selections will be announced at a later stage.
New machines planned for late 2028 and beyond
Georgia-Pacific stated that construction activities are expected to begin after the completion of engineering work and approval by the company’s board. The first new tissue machine is targeted to start operations in late 2028, with a second machine expected to follow subsequently.

Focus on premium tissue brands and private label
The investments will further support Georgia-Pacific’s branded tissue portfolio, including products marketed under brands such as Angel Soft®, Quilted Northern®, Sparkle® and Brawny®. At the same time, the company confirmed that the expansion plans are intended to strengthen its premium private-label tissue business.
Georgia-Pacific has invested significantly in its tissue manufacturing network in recent years, including projects at its facilities in Naheola, Alabama; Palatka, Florida; Green Bay, Wisconsin; and Wauna, Oregon, where a new machine is expected to start up in 2026.

The company is one of North America’s largest producers of bath tissue, paper towels, napkins, packaging and cellulose products, serving both branded and private-label markets.
