AF&PA urges California to pause SB 54 implementation amid litigation

Julie Landry, Vice President of Government Affairs at AF&PA.

The American Forest & Paper Association called on California to pause implementation of SB 54 and reconsider its approach to paper and paper-based packaging recycling.

In a statement, Vice President of Government Affairs Julie Landry responded to developments in CLFP v. Bonta, litigation seeking to add challenges concerning SB 54.

The association argues that the law applies similar obligations to materials with substantially different recycling characteristics, adding costs without improving established paper recycling systems.

AF&PA points to decades of investment in recyclable product design, recovered-fibre mill capacity and collection infrastructure. It warns that the requirements could disrupt recycling markets and increase uncertainty for manufacturers and consumers.

Landry said: “A one-size-fits-all approach will not produce better environmental outcomes.” The association regards the litigation as an opportunity to examine the law’s consequences and advocates practical policies that recognise differences between materials.

The statement expresses AF&PA’s policy position; it does not announce a court decision.
