Arcadia Paper Mills, LLC, together with the City of St. Helens, completed the transaction for the former Boise paper mill located in St. Helens, Oregon. The acquisition of the mill and the surrounding property was presented as the initial phase of a broader investment plan aimed at reactivating the industrial site and restoring manufacturing employment within the local community.
Arcadia Paper Mills is headquartered in St. Helens, Oregon, and announced plans to manufacture paper towels and napkins at the site. In preparation for the restart of operations, the company had already employed 15 people from the local area to carry out maintenance and repair works on the mill’s infrastructure.
The City of St. Helens began working with Arcadia Paper Mills, LLC, in April 2024 as part of the process to divest the mill property. Arcadia Paper Mills, LLC, was established by a group of investors and paper industry professionals with the objective of acquiring and restarting the paper mill in St. Helens, bringing industrial activity back to the site after years of inactivity.
The mill is located within the St. Helens Industrial Business Park, an area that forms part of the city’s wider Waterfront Redevelopment Project, which focuses on revitalising former industrial zones along the waterfront and creating new economic opportunities.
“Arcadia Paper Mills’ investment will bring family-wage manufacturing jobs back to St. Helens,” said John Walsh, City Administrator of the City of St. Helens, as quoted by the city. “It reflects the progress we’re making to reactivate the industrial waterfront and grow our local economy.”
The Industrial Business Park covers approximately 205 acres and was originally acquired by the City of St. Helens from Boise White Paper Mill in 2015, laying the groundwork for future redevelopment initiatives now moving forward with this transaction.
